The City is vulnerable to flooding from storm water runoff and coastal storm surges. Due to this flood risk, the Federal Emergency Management Agency (FEMA) has designated most of the City as a Special Flood Hazard Area on the Flood Insurance Rate Map (FIRM). This map designates areas susceptible to the 100-year flood and for safety purposes, establishes minimum elevations for construction.

The new ordinance was unanimously passed on the second reading at the Special Commission Meeting held on Tuesday, August 10, 2021, which requires both condominium board representatives and managers of homeowners, condominium, and cooperative owners’ associations to provide a copy of any engineering report concerning structural, electrical, or life-safety concerns of a building they are responsible for to the City within forty-eight hours of receiving such a report. Any owners’ association or property manager who violates this new ordinance is subject to penalty. Click here to view the complete ordinance.

An update regarding the City's response to the Surfside building collapse tragedy.

This past week has been heartbreaking for our entire community. Like all our neighbors, Aventura has offered support for Surfside in any way we can. We will continue to support them as they emerge from this tragedy. As the City of Aventura City Manager, I want to take this moment to address our concerned residents regarding the safety of their buildings. As you all can imagine, the City is receiving many calls regarding the safety of our residential buildings. We are currently complying with the Miami-Dade County request to review all of our structures that are over 40 years of age, over 5 stories and have completed - or in the process of completing - their 40-year certification.

At this time the City is: 

• Reviewing all certification reports and revisiting all the buildings that satisfy the County's requirement listed above.
• Tracking and responding to all requests to inspect specific concerns regarding building structural integrity. For example, we have received calls identifying cracks in floors and ceiling, rust spots on concrete, possible spalling inside building garages, etc. An inspector is responding to each and every location and if it is determined, we will be requiring the building management to have an engineer report prepared to ensure a course of action is determined to address the issue. In most of these instances, there is not a need for that because most properties are generally well maintained and in good repair.  

As the City moves forward with this process, I would respectfully ask that the community remain calm and let our Building and Code Compliance Divisions conduct their reviews of our buildings and determine if there is more to be done.  Please understand that Miami-Dade County operates under some of the most stringent building regulations and codes in the United States, and safety and security is the most important aspect.

Since protecting your property from floods is important, the following information and tips may be of interest to you. Please refer to this fact sheet in the event of an impending hurricane, tropical storm or notification of projected heavy rainfall.

The Miami-Dade Water and Sewer Department (WASD) is scheduled to begin a capital improvement program in April, which includes necessary upgrades to the water and sewer infrastructure. The project affects Yacht Club Way, Turnberry Way and N.E. 190 Street.

Ongoing construction includes the installation of the water lines and paving restoration. The project is scheduled to be completed by November 2021.

Most of the construction work will occur during the day between 8 a.m. and 5 p.m., Monday through Friday. Workers will take steps to minimize impacts in the area, but you may experience some noise and intermittent traffic disruptions.

The Miami-Dade Water and Sewer Department (WASD) is scheduled to begin an improvement construction project in April to replace existing wastewater lines along Island Boulevard and N.E. 183 Street in Aventura. Impact to traffic is expected.

To enhance the reliability of the wastewater system, the Department will be upgrading the water and sewer infrastructure by replacing existing 8-inch and 12-inch wastewater lines with new 12-inch and 16-inch wastewater lines. The project is expected to be completed by March of 2022. Most of the construction work will occur during the day between 8 a.m. and 5 p.m. 

Impact to traffic is expected in the affected area around Williams Island and N.E. 183 Street. All attempts will be made to alleviate vehicular congestion with well-defined detours.

Aventura was proud to host our own Senator, Jason Pizzo, as well as Senator Jennifer Bradley, who sponsored the new condo legislation, Senate Democratic Leader Lauren Book, and Speaker Designate of the Florida House, Daniel Perez for a town hall on the new law. Under the new law, buildings in Aventura will undergo an initial recertification 25 years after construction. Under the prior law, this recertification was done after 40 years. Once recertification takes place, buildings will undergo recertification every 10 years. Recertification requires that the building undergo structural and electrical inspections and make any necessary repairs.

Condominiums will now be required to undergo a reserve study to determine their needs every ten years, and fully fund reserves for structural integrity. Associations have until 2025 to achieve fully funded reserves. This requirement only applies to structural reserves. Funds for things such as upgrading the appearance of common areas or replacing furniture or equipment remain at the discretion of each association.

Last year, Aventura adopted the first legislation in Florida which requires all of its buildings to submit any engineering reports it receives to the city. All engineering reports submitted to the city are published on the city website and available for viewing to the public.
